About the Toby Keith Expressway Project

The Toby Keith Expressway — officially OTA's East-West Connector — is a new 28-mile turnpike connecting I-44 near the Tri-City area (Newcastle, Blanchard, and Tuttle) to I-35 in the Moore/Norman area, then continuing east to I-40 near the Kickapoo Turnpike. Part of the ACCESS Oklahoma long-range plan, the project is advancing through active design on multiple segments, with right-of-way acquisition already underway on the first segment between I-44 and I-35 — roughly 34 properties needed, about 14 already bought, and around 20 still open, with acquisition expected to run through the end of 2026.
