About the Loop 88 Lubbock Project

Loop 88 is a new approximately 37-mile, six-lane divided freeway forming a complete loop around Lubbock in four segments, converting existing two-lane rural roads into an access-controlled freeway with frontage roads and ramps. Segment 3 (12.4 miles, from US 62/82 to US 87) is the first funded and under active construction — sections 3A and 3B opened to traffic in April 2026, with Section 3C beginning fall 2026. Segments 1, 2, and 4 have completed environmental review and will require right-of-way acquisition from private landowners as funding advances. If your property lies anywhere along the loop, you may be contacted next.

⚠️ Loop 88 converts existing rural roadway into a controlled-access freeway, which can trigger additional access and frontage-road takings beyond the base right-of-way. What Their Offer May Miss

The agency's appraisers work for the agency — not for you. Their initial offer routinely omits significant categories of compensation you may be entitled to under Texas law.

Rapidly Appreciating Land Value

Land along the Loop 88 corridor west of US 84 has appreciated as Lubbock continues to grow. TxDOT's appraisal date may lag actual current market conditions.

Development Potential Loss

Land near the new Loop 88 interchanges and frontage roads may carry significant future development potential. If a taking eliminates your ability to develop that land, the lost potential is fully compensable.

Remainder Tract Damage

Converting a rural road into a controlled-access freeway can leave landlocked or oddly shaped remainder parcels worth significantly less than before.

Agricultural Income Loss

Farms and ranches along the Loop 88 corridor with active agricultural income may have that income discounted or ignored in TxDOT's initial offer.

Access to Frontage Roads

Properties losing direct access to Loop 88 or its new frontage roads may suffer severe access damage that must be independently quantified and compensated.

Improvements & Structures

Residential structures, barns, irrigation systems, fences, and other improvements in the take area must be accurately replaced or compensated at full replacement cost.

Frequently Asked Questions

Is Loop 88 a toll road?

No. Loop 88 is a free, access-controlled freeway being built by TxDOT, not a toll facility. ROW is still acquired under Texas eminent domain procedures, and you have the same rights to negotiate and contest the offered compensation.

My land is near a fast-growing part of Lubbock — will TxDOT account for that?

Not necessarily. TxDOT's appraisers value your land as of the appraisal date using comparable sales. In fast-growing areas around Lubbock, their data may lag. An independent appraisal can capture current market realities and development potential.

What if my property has future development potential?

Development potential is a legitimate and compensable element of land value. TxDOT's appraisal may use raw land comparables that don't reflect your property's highest and best use. An independent appraisal can make this case.

Is National ROW a law firm?

No. National ROW is a right-of-way consulting firm, not a law firm. We do not provide legal advice. We help landowners understand their options, quantify damages, and negotiate with TxDOT.

Which Loop 88 segments are still active?

Segment 3 is furthest along — sections 3A and 3B opened to traffic in April 2026, Section 3C construction begins fall 2026, with sections 3D through 3G still ahead. Segments 1, 2, and 4 have completed environmental clearance and will move into right-of-way acquisition as funding is secured. If you own land anywhere along the full Loop 88 corridor — not just Segment 3 — and have been contacted, call us immediately for a free review.
